TL;DR

The DNS-over-HTTPS HTTP/2 server accepts client connections and reads request bodies without adequate idle timeouts or connection limits. A remote client can open many connections and send incomplete request bodies, holding them open indefinitely. This consumes server memory and connection resources and can degrade or deny service. The fix adds timeouts and limits on DoH connections.

Who does this affect?

You are affected if you are using a version that falls within the vulnerable range and you run a server with DNS-over-HTTPS (HTTP/2) enabled
