With CURLOPT_PINNEDPUBLICKEY set, libcurl skips the pin check when CURLOPT_SSL_VERIFYPEER and CURLOPT_SSL_VERIFYHOST are both off and the server presents no certificate. The connection succeeds even though the pin should have rejected it. The fix rejects a missing server certificate when a public key pin is set.
You are affected if you are using a version that falls within the vulnerable range and you set a public key pin and also disable peer and host verification.
libcurl is vulnerable to Improper Certificate Validation in versions 7.45.0 - 8.21.0.
