With a .netrc file and a URL that sets a username but no password, curl can take the password of a different user for that host from .netrc when the named user has no entry. The transfer then authenticates as the requested user with the other user's password. The fix uses a .netrc password only for the user named in the URL.
You are affected if you are using a version that falls within the vulnerable range and you combine .netrc with a URL that contains a username and no password.
libcurl is vulnerable to Information Disclosure in versions 8.11.1 - 8.20.0.
