The DNS-over-QUIC server enforces no timeout when reading a message from a QUIC stream. A client can open a connection and a request stream and then hold it open indefinitely without completing the request, bypassing configured timeouts. Held-open streams consume server resources indefinitely. The fix adds a read timeout for DoQ requests.
