Compliance framework management does not enforce adequate authorization for the Security Manager role. An authenticated Security Manager can execute arbitrary CI/CD jobs and access protected variables in group projects. The fix restricts compliance framework management so that role cannot trigger those jobs or read protected variables.

gitlab-ce is vulnerable to Missing Authorization in versions 18.11.0 - 19.1.7, 19.2.0 - 19.2.5 and 19.3.0 - 19.3.1.
