When validating an insecure delegation, DNSSEC routines omit the RFC 6840 section 4.4 check that the NSEC or NSEC3 proving no DS record exists also proves the delegation's NS record exists or could exist. Without this check, NSEC or NSEC3 records from the child side of a zone cut can be reused to falsely prove a DS RRset is absent, downgrading a secure delegation to insecure. This enables forgery of records in the child zone. The fix adds the missing checks.
