TL;DR

fontTools.ttLib.tables._c_m_a_p decompiles cmap subtable character ranges without bounding how far a group can expand. A crafted font with an oversized or malformed cmap group range forces fontTools to allocate memory far beyond the actual character count, exhausting available memory and crashing or hanging the process. The fix bounds cmap group expansion before the allocation happens.
