When validating an NSEC3-signed NODATA response for a query at the zone apex, the validator returns a secure proof even when no NSEC3 record has a hashed owner name equal to the hash of the query name. An adversary can replay any validly signed non-apex NSEC3 record together with the zone's signed SOA to authenticate denial of any record type at the apex. Clients then cache the authenticated denial for the negative TTL. The fix requires a QNAME-matching NSEC3.
