TL;DR

fontTools' XML helper (fontTools.misc.etree) builds an lxml parser without disabling external entity resolution or network access. Parsing a crafted TTX, DesignSpace, or other XML-based font-adjacent file that contains an external entity reference lets the parser read local files or fetch network resources and return their contents to the caller. The fix disables entity resolution and network access on the lxml parser used throughout fontTools.

Who does this affect?

You are affected if you are using a version that falls within the vulnerable range and you parse XML-based font or font-adjacent files with the lxml-backed parser.
