TL;DR

pnpm's install-time build-script policy lets dangerouslyAllowAllBuilds approve every dependency's lifecycle scripts before the per package allowBuilds denylist is checked. A workspace that sets dangerouslyAllowAllBuilds while also explicitly denying specific packages with allowBuilds still runs the denied packages' install/build scripts. This lets a dependency the project deliberately blocked execute code during pnpm install instead of staying disabled. The fix evaluates explicit allowBuilds denials before the blanket allow so a deny entry always wins.

Who does this affect?

You are affected if you are using a version that falls within the vulnerable range and you set dangerouslyAllowAllBuilds while also denying specific packages with allowBuilds.
