When the recursor follows a referral that lacks glue records and all address lookups for the referred name servers fail, it constructs and caches a name server pool that contains no usable connections. Later queries for the same zone reuse the empty pool and fail until the cache entry expires or is evicted. A spoofing attack can trigger this to deny resolution of a targeted zone. The fix avoids caching an empty pool.
