The :_id/locales REST route does not include the public API authorization gate that its sibling document read routes use. An unauthenticated client can call this route with an arbitrary document ID to learn whether the document exists and to read its locale metadata, even for documents that would otherwise be restricted. The patch applies the same public API authorization gate to this route.
