The Admin API administrator list and single-fetch queries apply no channel visibility filter, and preloaded user roles bypass channel scoping. A channel-scoped administrator can enumerate every administrator across all channels and read their identities, email addresses, and role assignments. The fix applies explicit channel visibility predicates to the list and single-object paths and handles SuperAdmin accounts separately.
