A logic error in the policy authorizer's runtime check handling puts records in the wrong branch once result state is populated. After the first record, rows whose policy scenarios are all impossible are treated as authorized and left in the results. Resources that use runtime checks leak denied records beyond the first row in multi-record reads. The fix forbids records whose policy scenarios are all impossible.
