TL;DR

The QUIC UDP receive path drops zero length datagrams before they count toward the per call packet budget. An HTTP/3 server can stream empty datagrams and keep the client in that receive loop without the budget ever expiring, so the transfer never makes progress. The fix counts those empty datagrams toward the budget.
