The _EDIP ("Is edit protected") property annotation lets any editor who can add that annotation to a page trigger WikiPage::doUpdateRestrictions, which performs no authorization of its own, so an editor without the configured edit protection right (or protect) can impose indefinite edit and move protection on that page. The patch adds a permission check in EditProtectionUpdater before the restriction update runs.
