TL;DR

Spree::UserMethods#update_spree_roles selects the roles an admin can grant by calling Spree::Role.accessible_by(ability). That call uses the broadest action granted on Role, not the :manage action. A user with a narrower UserManagement permission on Role can assign any role, including the admin role, to any account and then change any admin's password. The fix calls accessible_by(ability, :manage) so only roles the ability can manage are included.

Who does this affect?

You are affected if you are using a version that falls within the vulnerable range and you grant any users a role with UserManagement permissions narrower than full :manage access on Role.
